1、 Overview of construction project situation

(1) Project Name: Zhejiang Lukean Chemical Co., LTD Annual Production of 9000 tons of Polyether Amine New Material Technical Renovation Project

(4) Construction scale: The project will transform and utilize Class A Workshop 14, eliminate the 3000 ton/year methyl Allyl alcohol production line of the original Class A Workshop 14, and form a production capacity of 9000 tons of new polyether amine materials (4500 tons of propylene glycol polyether amine, 4500 tons of trimethylolpropane polyether amine) per year through the purchase of advanced intelligent equipment such as high-pressure reactors, pressurized distillation towers, falling film evaporators, automatic control instruments, and 172 tons of ammonia water per year. The total investment of the project is 82.8 million yuan. After the project is put into operation, the expected annual sales revenue is 315 million yuan, the net profit is 75.23 million yuan, and the tax revenue is 26.58 million yuan.

3、 Overview of the potential impact of construction projects on the environment

(1) Waste gas

The waste gas generated by the project mainly includes ethylene oxide, propylene oxide, ammonia, etc. According to the prediction, under normal operating conditions, the exhaust gas from the project has little impact on the surrounding atmospheric environment and can meet the requirements for functional zone classification.

(2) Wastewater: The wastewater of this project mainly includes process wastewater, equipment cleaning wastewater, and ground mopping wastewater, among which the ammonia evaporation wastewater is pre treated with denitrification before entering the sewage station. The wastewater from this project is collected and treated by the existing sewage treatment station in the factory to meet the relevant discharge standards before being included in the park's sewage pipeline network. Finally, it is sent to the Shangyu Sewage Treatment Plant for treatment and discharge to meet the standards, with little impact on the surrounding water environment.

(3) Noise: The main noise generated after the implementation of this project is the operating noise of equipment such as reactors, vacuum units, delivery pumps, and fans. The noise source intensity is between 65 and 88dB. After the noise is soundproofed, shielded, and attenuated by the factory building and walls, it can effectively reduce the noise intensity and has no significant impact on the surrounding environment. It is expected that after the project is launched, the environmental quality status around the company's factory boundary can still meet the Class 3 standard in the "Industrial Enterprise Boundary Environmental Noise Emission Standard" (GB12348-2008), and after adding background values, it can meet the Class 3 standard in the "Acoustic Environment Quality Standard" (GB3096-2008), with little impact on the surrounding acoustic environment quality.

(4) Solid waste: The solid waste of this project mainly includes filter residue, waste catalyst, concentrated waste liquid, wastewater treatment sludge, general waste packaging materials, toxic and harmful waste packaging materials, household waste, etc. Filter residue, waste catalyst, concentrated waste liquid, wastewater treatment sludge, toxic and harmful waste packaging materials, etc. are hazardous waste that are entrusted to qualified units for disposal; Comprehensive utilization of general waste packaging materials; Domestic waste is regularly entrusted for unified transportation.

1. Waste gas

The project involves a total of 2 sets of exhaust gas treatment facilities, 2 exhaust pipes, no obvious odor exhaust pipes, and no elevated source exhaust pipes. The specific treatment measures are as follows:

(1) The raw materials of polyether amine, propylene glycol polyether and trimethylolpropane polyether, are produced in conjunction with the original approved special polyether production line (Class A workshop 1). The waste gases, such as ethylene oxide and propylene oxide, are discharged into high air after being treated with "secondary water spray+alkali spray" at the existing Class A workshop 1 waste gas treatment facility;

(2) The ammonia gas generated from the depressurization and degassing of the polyether amine production line is treated with "first stage falling film+third stage water absorption+acid absorption" to meet the standard, and then discharged at high altitude through the exhaust funnel of workshop A14; The vacuum dehydration waste gas is connected to the ammonia distillation system (the acid absorption waste liquid from the vacuum degassing process waste gas treatment device is neutralized with liquid alkali, and then sent to the ammonia distillation tower for deamination). The deamination waste gas is absorbed by two stages of falling film absorption to recover 20% ammonia water, and then connected to the vacuum degassing waste gas treatment device (first stage falling film+third stage water absorption+acid absorption). After reaching the standard, it is discharged from high altitude through the same exhaust funnel in workshop A14.

2. Wastewater

A. Strictly implement the principle of "separation of clean and dirty water", and set up sewage drainage pipes and rainwater drainage networks.

B. The types of wastewater pollutants in this project are relatively small, mainly COD and ammonia nitrogen. The wastewater is treated by the existing sewage station of the enterprise through "physicochemical+two-stage biochemical" treatment and meets the standards before being included in the Shangyu Sewage Treatment Plant for treatment. Among them, the process wastewater with high concentration of ammonia nitrogen is separated by gas-liquid in the ammonia distillation tower and then recovered by falling film, while the pollutant concentration in the ammonia distillation wastewater is relatively low. This project plans to pre treat the ammonia evaporation wastewater from the polyether amine production line of the entire plant with denitrification (first neutralized with hydrochloric acid, and then evaporated for denitrification), and finally concentrate the waste liquid as hazardous waste for entrusted disposal. The steam condensate water is treated as wastewater in the sewage treatment station.

(3) Solid waste

A. Solid waste classification, collection, and stacking. Establish a unified solid waste classification system and a unified stacking site, which requires rain and leakage prevention measures.

B. Filter residue, waste catalysts, wastewater treatment sludge, toxic and harmful waste packaging materials, etc. are classified as hazardous waste and are entrusted to qualified units for disposal; Comprehensive utilization of general waste packaging materials; Entrusted cleaning and transportation of household waste.

(4) Noise

Select low-noise equipment models, arrange noise generating equipment reasonably, place high noise sources, etc. on the side far from the factory boundary, and do a good job in basic vibration reduction; Install silencers at the inlet and outlet of the fan; Strengthen the maintenance and upkeep of mechanical equipment.

5、 Key points of environmental impact assessment conclusion

The project site is located at No. 8, Weiqi East Road, Shangyu Economic and Technological Development Zone, Hangzhou Bay. The infrastructure is relatively complete and the environmental conditions are relatively favorable, which conforms to the overall planning of Shangyu District and the national industrial policy. The production process of the project is progressiveness, and the equipment technology can basically meet the requirements of clean production. After the implementation of various pollution prevention measures proposed in this environmental assessment, the pollutants can reach the standard of discharge, in line with the principle of total amount control. After the implementation of the project, the contribution of various pollutants to the surrounding environment after reaching the standard of discharge after treatment is small, and the local environmental quality can still maintain the status quo. Therefore, from an environmental perspective, as long as the various governance measures proposed in this environmental assessment are implemented, the "three simultaneities" system is strictly implemented, the pollutant discharge meets standards, and environmental management is strengthened, the project is feasible to be implemented within the selected plant site.
